Why would a Yamaha Rhino be using red headlight covers?

I'm staying at the beach in Gulf Shores, AL. I first noticed last night, and now again tonight that there are at least 2 Yamaha Rhinos that "patrol" up and down about a 15 mile stretch of beach in front of my condo. The weird part is that they have some kind of red headlight covers on them so that all emitted light is red. Literally no white light can be seen on them, all of the lights are red. I thought maybe it was the Coast Guard but I have no idea why they'd be using red headlight covers. Seems kind of odd. Anyone ever heard of something like this and know what it's all about?

Red lights often mean police or emergency vehicle- a red light cover is cheap police or security identification.
