Is it legal to drive an electric motor scooter in florida without a drivers license?
In the state of florida an electric scooter or e-bike is considered a bicycle as long as it is both manual and motor powered, not over 750 watts and the seat is at least 25 inches from the ground. My question is: If the electric scooter or e-bike resembles a motor cycle type scooter (not a wheel chair) is it safe to assume that it can be operated with out a valid drivers license, under the same laws that govern the operation of a manually powered bicycle? I have researched this but couldn't find a clear answer.
Yes it is. As long as the bike is under 750 watts and goes 20 mph or under. There is federal law that rules this and supercedes any states law. H.R. 727 but this law only classifies it as bicycle and Florida's law states you have to be 16 to operate an electric bicycle and follow all bike laws. all this is in the hand book. I ran this threw from the DMV locally and all the way to Tallahasse before I bought one. You need no drivers license or tag and title. hope this helped.

Is 800 miles on a gas powered motor scooter a lot?
On a street legal scooter with it's own plates. 100,000 is about the time when most normal car owners will start shopping for a new car, what is is for a motor scooter?
I found one online and would like to drive it instead of my gas guzzling sedan. 100 miles on a quart of gasoline is better than any Prius I've seen... 
It's an Aprilia?
No scooter made is capable of going 100 miles on a quart of gas. 80-120mpg is more likely, which is still much better than any Prius.
800 miles is nothing, just the normal break-in unless it is Chinese. If it is Chinese, then even 0 miles is bad. They are utter crap and are best avoided.
EDIT- Aprilia is Italian, no worries. @Johhnnie... your friend's scooter crapped out a 10,000 miles and we should somehow be reassured that it was a quality product ?!?
