To figer out gear ratios using number of teeth is the driven gear always devided by the drive gear?

So the power goes from drive gear 20 teeth to driven gear 48 teeth then the ratio would be (2.40)correct?
In the book it devides the driven gear by the drive gear for the first gear ratio so the drive 48 overdrive gear would drive a driven 20 gear and be 0.42 a bigger gear ratio numarically
That would be same problem turned around to be an overdrive gear for a car gear to the wheels.

Your first observation is correct if you're talking about final drive ratios. Always divide the smaller pinion gear into the ring - larger gear. Qualify this by refering to it as the differential gears.

If you want to figure out the total gear ratios you first look at the transmission gear step ratios. If you are looking to fine the OVERALL gear ratio reduction, divide (not devide) the low gear ratio by the ring and pinion gear ratio. Keep doing this for every forward and reverse gear.
