you have a lot of opurtunities with that one. check an offroading magazine and then decide. you do not need a dune buggy. you will get other ideas by looking at that magazine.

1968 firebird dyno, IN FRAME TUNING / TEM MACHINE
is the frame or engine titled on motorcycle?
I have a custom motorcycle that doesnt have a title. I need to know if typically if i were to buy a frame or a engine which one has a title with it? Is is the engine or the frame? Also any leads on where i can find a old frame or broken motor with a title?
Harley:
After 66 the title goes with frame.
Before 66 it stayed with motor (no frame numbers)
Also some states may list both numbers on title.
Demand a full refund once more, and tell him he can have his bike back. You may be stuck with half the total shipping charges for the trip from Florida to Iowa and back.
If he refuses, report him to eBay as a fraudulent seller. If you used PayPal you may be able to get a refund, or perhaps take him to small claims court. But overall I'd view this as a good lesson in not buying junk through eBay. Many people pull that same sort of scam through eBay every day, and many items that are sold as new or nearly new are actually stolen goods. It seems eBay has become the world's largest fencing operation.
